This statement of support came in from Jim Fetzer:

Excellent refutation of James Norwood's careless claims re The Racine Journal-Times. My inference would be that, as in the case of other small papers, the CIA created replacement versions to create the impression that the Altgens6 had been publish too promptly to have been altered. Since it is OBVIOUSLY altered (where Doorman is missing his left shoulder, Black Tie Man is both in front of and behind him at the same time, and the man to his left front--right front, as we look at the photo--has had his face crudely obfuscated), I am forced to conclude that the Racine staff wanted to enhance their image as "on the job" that fateful day, where they have exaggerated their own roles for so long they may believe their own false claims to be true. That may excuse them, but for a student and scholar of the calibre of a Norwood, there is no way to excuse his arrogance in attitude toward the OIC nor his ignorance of the history of the Altgens6. Ralph has done a brilliant job of dissecting Norwood's position, which is indefensible.  Jim Fetzer
