That's taken from the DCA film. And frankly, I think it's more likely than not to be genuine. But, it brings back memories of this shit:

Which one of these DeNiro Loveladys from the History Channel has the correct aspect ratio? The freak on the left? Is that what you're going to say? The image on the right is how he appeared in the original Three Shots That Changed America, which I have. That's how he appears to be in the film: a thick, brawny, muscular guy with an arm like Hercules. The other showed up later, and it's the one that was fiddled with in order to slim him down. The lie is on the left; the truth is on the right.
