So, if a person is resisting arrest, what the police do is force him down on the ground, face first, and then they handcuff him.
They could have done that to "Ruby". And remember that he had just shot somebody, and Leavelle was sure, and is to this day sure, that he was bent on shooting others. You put someone like that in cuffs ASAP.
