Why'd he wear the sunglasses? It's because of the top picture. They're sunglasses, or at least, they are supposed to be sunglasses.

But, David Von Pein has got the nerve to claim that this is shadow- around his eyes.

Jack Ruby did not have sunglasses in his possession when arrested.
