And even if you are to claim that it was all a decoy and that they were really going to drive Oswald out the Main Street ramp (and there is no basis to claim that) the public could not possibly know it. All the public knew is what was publicly announced. So, there is no basis for anyone to have gathered at the Main Street ramp.
