The reason why the quotation marks are there is because he said it. And when he said that Oswald was standing on the first floor, he meant the doorway. He certainly didn't mean that he was looking out a first floor window. And keep in mind that the first floor is not street level. It was and is quite elevated. So, Oswald was up on the first floor landing, and we can see him there in both the Altgens photo and the Wiegman film.

This is long overdo. Jim Garrison was one of the greatest and most heroic Americans who ever lived. And when justice is done for Oswald, I'm sure it will be done for Jim Garrison as well, and he will get his just reward and receive the recognition and thanks that he so richly deserves.
