If you watch the way it was reported on 11/25/63 by Hugh Downs on the TODAY Show, they cut out the frames of Oswald staring at Ruby from the footage. 

Here it is as Oswald starts turning towards Ruby.

He is starting to go, but that's all they show. Then it breaks to this:

That's supposed to be some guy's back who is wearing a suit. And then it returns:

There's no doubt about it. It's similar to what they did with the squad room scene when they did the bait and switch of Loveladys.

However the curtain frame that the Today Show used to hide Oswald's glance at Ruby was much more extreme.
